The original authors accurately emulated the PC speaker wtih one volume setting, and did their best to make sure those square wave don't bash your ears too hard. So not only do they have more power, they're at a higher amplitude - both of which play into loudness. Why do we want this? Because 1) square waves carry twice the power as sinusoidal waves (in a general sense), but PC-speaker square waves are produces at 100% volume 100% of the time.
